Homeless Housing Opportunities, Partnership & Education Program (HHOPE)
Homeless Housing Opportunities, Partnerships & Education Program (HHOPE) is MHSA funded as part of the original Community Services and Supports (CSS) plan. HHOPE stands for Homeless Housing, Opportunities, Partnerships, and Education. HHOPE is dedicated to empowering individuals experiencing homelessness by providing comprehensive resources and support for housing, employment, and personal development. Our mission is to foster partnerships that facilitate opportunities for stable living and improve well-being through education and skill-building. We strive to create a nurturing environment that promotes self-sufficiency and positive change in the lives of those we serve.
Housing and Homeless Services
Emergency Food & Shelter Access
- Facilitation of resources to ensure individuals and families have immediate access to emergency food and shelter.
Transitional and Permanent Supportive Housing
- Assistance in navigating options for transitional and long-term supportive housing solutions.
- Connection to resources that may offer housing on a waitlist basis, depending on your situation and qualifications
- Help with searching for a place to live
- Support with housing applications
- Rental assistance
Daily Living Resources
- Assistance with applications for CalFresh (EBT), General Relief, Social Security Income, Medi-Cal, and other financial aid programs you may qualify for
- Food and hygiene kits available while you wait for your benefits to be activated
- Budgeting tools to help you manage your finances
- Calendar and planning tools to assist with organization
Behavioral Health and Wellness Resources
- Therapy (individual, group, couple, family)
- Primary care physician
- Dentist
- Psychiatrist or medication management
- Substance use treatment (residential, outpatient, AA/NA groups, etc.)
Employment Resources
- Links to employment opportunities
- Resume building assistance
- Help with job applications
- Interview tips and practice
- Clothing for interviews and specialized work attire (e.g., boots, scrubs, collared shirts)
Partnerships with County and Municipal Agencies
- Collaboration with county and municipal housing development agencies to foster inclusive and sustainable housing solutions.
Consultation for Licensed Residential Care Facilities
- Provision of guidance, coordination, and education to licensed residential care facilities, ensuring best practices in housing services.
Community Support for Special Needs Housing Projects
- Consultation and assistance in garnering community support for proposed housing projects catering to individuals with special needs.

“The PATH” & “The Place” Safehaven Programs
“The PATH” and “The Place” are outreach and engagement programs for chronically homeless adults who, due to a serious mental health disorder, have rejected housing and resisted support. These programs provide a drop-in center that operates 24 hours a day and on-site low demand permanent supportive housing for 25 adults. The drop-in centers use peer-to-peer outreach and engagement to engage guests in accepting housing to access meals, showers, laundry, and linkage to a wide range of community resources. The Path and The Place are operated by Recovery Innovations of California, Inc. under contract with the Department of Mental Health.
